Captain Thaddeus Harris, played by G.W. Bailey, followed closely by Proctor, break into Commissioner Hurst's office, weaving through files until they pull up Commandant Lassards, Harris closely reads the file, looking for any minor detail so he can get the upper hand in his mission to take Lassards position within the academy. Harris soon finds out that Lassard should have retired at the end of the previous year, in accordance with the states mandatory retirement age. Harris makes sure this information is revealed, so Lassard retires and he becomes Commandant.
During the class of 1988 ceremony, it is revealed that Commandant Lassard is to receive a prestigious police award, as policeman of the decade at the National Police Chiefs Convention in Miami, Florida. Shortly after, it is also revealed that sadly, Lassard must retire. Lassard retreats to his office, followed by worried officers. The officers inspire Lassard not to feel sorry for himself, and to go out proud. Lassard realizes that he must not feel this way, but instead, celebrate his award. Lassard invites all the officers to be present at the convention in Florida.

Commandant Eric Lassard (George Gaynes) decides that the police force is overworked and understaffed, so he comes up with the idea of recruiting civilian volunteers to work side-by-side with his officers in a program called "Citizens On Patrol" (COP). Carey Mahoney (Steve Guttenberg) and his friends Moses Hightower (Bubba Smith), Larvell Jones (Michael Winslow), Eugene Tackleberry (David Graf), Laverne Hooks (Marion Ramsey), and Debbie Callahan (Leslie Easterbrook) are in charge of training the civilians. The civilians include the enormous Tommy "House" Conklin (Tab Thacker), gung-ho senior citizen Lois Feldman (Billie Bird), and skateboarding delinquents Kyle (David Spade) and Arnie (Brian Backer). Captain Thaddeus Harris (G. W. Bailey) wants to take over Lassard's job, and that's why Harris is determined to see the COP program fail -- but it's Harris and his right hand man Proctor (Lance Kinsey) who mess up by unintentionally allowing every inmate at the precinct 19 jail to escape.
